Kerem Karaçay is an emerging and disruptive technologies researcher pursuing an MA in International Political Economy at Kadir Has University, where he previously completed his BA in International Relations. His research examines the political-economic, security, and governance dimensions of artificial intelligence and quantum technologies. He is particularly interested in how strategic competition and national security priorities become embedded in industrial policy, innovation ecosystems, technological standards, defence planning, and alliance cooperation. His wider interests include military innovation, hybrid threats, technological sovereignty, trustworthy AI, and quantum resilience. By combining international relations and political-economy perspectives with implementation-aware analysis, he seeks to contribute to interdisciplinary research on how institutions can govern, adopt, and assure emerging technologies while strengthening strategic resilience and operational effectiveness.
