Cem Savaş

Cem Savaş is an Assistant Professor in the Department of Political Science and International Relations (French track) at Yeditepe University in Istanbul, Türkiye. He received his BA in International Relations from Galatasaray University in 2008 and an MA in Geopolitics from the University of Paris VIII, before pursuing graduate research at Université Laval in Québec. In 2019, he completed his PhD in International Relations at Galatasaray University, where his dissertation examined French foreign policy, francophonie, and cultural diplomacy. Dr. Savaş’s research sits at the intersection of diplomatic studies, technology, and international relations. Following his doctoral studies, he conducted postdoctoral research at the Center for International Studies (CERI), Sciences Po Paris (2024–2025), focusing on Tech Diplomacy and analysing how digital technologies, artificial intelligence, and innovation are reshaping diplomatic practice and global governance. His current research agenda explores how states and non-state actors employ technological tools as instruments of influence and negotiation, as well as how technology-driven transformations challenge established diplomatic norms. He has published in journals such as All Azimuth, Uluslararası İlişkiler, and the European Review of International Studies (ERIS).
